I cant install internet explorer 7 or download SP3?

I tried installing IE7 but at the end it tells me that it was unable to setup and to check windows update and i have. It says i have SP3 to download and i tried it but it also didn't let me download it so i really don't know what is wrong. i had this MEm.exe and csc.exeproblemn but itsnott there no more so idk maybe that is a problem. BUt please help me thank you.
