What was the first country/ tribe to start mythology?

You would have to figure out where the beginning of mankind was, and historians are still debating this issue. Mythology began via word of mouth, before the alphabet and writing were invented; once people could write down on stone tablets or papyrus, then the myths were transferred to these mediums.
